2002 WYANDOT COUNTY LOAN RATES
USDA has announced the 2002 county loan rates for wheat, feed grains and oilseeds.National average loan rates had been released which are now adjusted for each county. Some commodities’ county loan rates will be announced in the near future.Below is a comparison of national and county loan rates.

Beginning with the 2002 crop year, the base county loan rate for wheat will be by class, as follows: Hard Red Spring (HRS), Hard Red Winter (HRW), Soft Red Winter (SRW), Soft White Wheat (SWW) and Durum (DUM). Types of oilseeds eligible for loan and LDP are Oil-type sunflower, Other-type sunflower, Flaxseed, Canola, Rapeseed, Safflower Seed, and Mustard Seed.Crambe and sesame seed are ineligible for 2002 crop year loans or LDP.Loan rates for oilseeds and other crops can be obtained at FSA. Loans are available for grain sorghum, dry peas, lentils, small chickpeas, peanuts, rice and cotton.

Although silage is not eligible for marketing assistance loans, silage is eligible for Loan Deficiency Payments (LDP).Because silage is eligible for LDP, the applicable wheat class loan rate shall be used to determine the posted county price when determining the LDP rate for silage LDP.FSA must be provided documentation on the class of wheat before approving LDP’s for wheat or wheat silage. 

SPECIAL PROVISIONS FOR 2001 CROP LOAN DEFICIENCY PAYMENTS
Rules have been relaxed for 2001 crop year, now establishing LDP’s as eligible for producers who had wheat, oats, corn, barley or grain sorghum on non participating farms. LDP’s can be also paid to those who sold, fed, or used for seed any 2001 eligible commodity produced on either a non participating or a participating farm under AMTA.This opportunity is for a limited time, with a deadline established once the regulations are published in the Federal Register.

Evidence of sale date or disposition date is required so the appropriate payment rate can be established.As long as the commodity has not been pledged for loan or LDP, or the applicant’s payment limitation has not been reached, all grain from 2001 crop may earn an LDP.Grain is eligible even if already sold or produced on a non-participating farm.

Please gather the necessary records (settlement sheets, load summary sheets, truck tickets, seed treatment invoices, feeding records, etc.) and visit or call the FSA office at 419-294-2127.

CURRENT REMINDERS
Sign form CCC-709 for wheat or oats before harvest if title will be lost at delivery (selling, DP, or contract delivery). Farm-stored wheat or oats and certain grain designated on CCC-709 forstorage must have LDP payment rate “locked in” on CCC-633 before beneficial interest is lost.

Commodity loans will be by FSA appointment (419-294-2127) in order to allow time for filing the lien on the grain with the Secretary of State’s office. Loans can be repaid using principal plus interest or repaying at the posted price to earn a marketing loan gain, or by forfeiting the grain to CCC after 9 months.Commodity certificate repayments are authorized for 2002 loan repayments, in situations where individual payment limitation may be exceeded.

Deadlines to certify acreage are June 30 for small grains (wheat and oats) and July 15 for corn, soybeans, Conservation Reserve Program acreage and other crops.
